Course Overview

Ready to get your open cabling licence? Milcom Institute’s ACMA Open Registration course is the nationally recognised pathway to becoming a registered cabler in Australia.

Meeting the criteria and standards of the Australian Communications Media Authority (ACMA) Open Cabler Registration, the Open Registration course is a nationally recognized training course providing the essential training to apply for an Open Cablers License with one of the five cabling registrars in Australia.

An appropriate starting point to work within the telecommunications industry, (on either the Customer Premises or Carrier Network), combining both the ACMA Open Rule and the ACMA Restricted Rule, the course covers four units of competency.

It applies to individuals who may provide services to connect telecommunications devices including telephony systems, security alarm panels, and fire control panels in either a new cable installation or upgrade of cable capacity for an existing network or subsystem for convergence to Next Generation Networks (NGN) applications. Customers are typically domestic premises, small offices, home offices, and small business premises. Generally large commercial and industrial premises are excluded except in special circumstances where the cabling is behind a compliant device and is not via jumpable distributors or patch panels.

Upon completion of this course, participants will obtain a statement of attainment

By the end of this course, students will be able to:
– Apply electrical skills and practices when undertaking telecommunications cabling work
– Follow health, safety, and environmental (OHS/WHS) policies and procedures relevant to telecommunications installations
– Comply with all requirements of the Australian Communications and Media Authority (ACMA) Open Cabling Provider Rules
– Install and manage multi-pair cables and backbone cabling systems
– Work safely on customer premises cabling systems
– Install and configure multiple telephone lines
– Perform testing and compliance checks to ensure cabling meets regulatory and industry standards
– Terminate cabling at:

  • Socket outlets
  • Termination modules
  • Distributors

– Complete required cabling documentation, including compliance and installation records

ICTWHS204 Follow Work Health and Safety and ICTTEN208 Use electrical skills when working with telecommunications networks are pre-requisite units of competency for ICTCBL247 Install, maintain and modify customer premises communications cabling: ACMA Open Rule

Frequently Asked Questions

How much does the ACMA Open Registration course cost?

The Open Registration course costs $775 for blended delivery (online theory + practical assessment in class) or $795 for full face-to-face training. Both include an expert trainer, all materials and your certificate. Please refer to the pricing section on this page for the most up-to-date fees.

How long does the Open Registration course take?

Up to 3 days in blended mode or up to 4 days face-to-face. Blended students complete the theory online at their own pace and attend class only for the practical assessment.

How do I get my cabling licence after the course?

Apply through a registered cabling registrar such as TITAB or ARCS. You will need your statement of attainment, evidence of 360 hours of cabling work experience, and to meet WHS requirements. This process is explained in detail during training.

What do I need to bring to class?

Proof of identity, safety boots and work attire, quality safety glasses, and a printed copy of AS/CA S009:2020.

What jobs can this course lead to?

Telecommunications cabler, data cabler, security system installer and NBN technician roles. Open Registration is the standard entry requirement for cabling work across Australia.
